Turkey is preparing to introduce a sweeping new phase of anti-smoking regulations in line with European Union targets. A draft law expected to be submitted to Parliament aims to significantly restrict where people can smoke, reshape how tobacco products are sold, and ultimately phase them out entirely by 2040.
Smoking Will Be Restricted Almost Everywhere
Under the proposed rules, smoking will only be allowed in designated areas, regardless of whether a space is open or enclosed. This marks a major shift from current practices, extending restrictions far beyond indoor spaces.
Places where smoking will be banned include schools, universities, hospitals, places of worship, playgrounds, sports areas, beaches, and walking paths. Even in semi-private outdoor spaces, smoking will face tighter limitations.
New Rules for Restaurants, Cafés, and Bars
Hospitality venues will no longer be able to offer traditional smoking sections. Limited smoking areas may still exist, but they will be strictly controlled. These spaces must be small, enclosed, and out of public view, and no food or drink service will be allowed there.
The overall aim is clear: to separate smoking entirely from social dining environments.
Smoke-Free Campuses and Healthcare Facilities
University campuses and hospital grounds will become almost entirely smoke-free. Designated smoking spots, if allowed, must be located at least 20 meters away from buildings, reinforcing the push for cleaner public air.
Expanded Definition of Tobacco Products
The new regulation broadens what counts as a tobacco product. It will not only include traditional cigarettes and hookah but also electronic cigarettes, heated tobacco products, and any device that delivers or mimics nicotine, whether synthetic or not.
This means the law is designed to stay ahead of emerging alternatives, not just conventional smoking.
Strict Penalties and Digital Tracking
Sales of tobacco products will move into a fully digital tracking system, and cash payments will no longer be allowed. Access to smoking areas will also be restricted to adults only.
Selling tobacco to minors will carry serious consequences, including potential prison sentences ranging from six months to one year.
Authorities such as governors and district officials will take over enforcement, and penalties will be significantly increased. Fines could range from modest amounts to millions of Turkish lira, and repeat violations may lead to business closures.
Controlled Smoking Zones in Beaches
Instead of a full ban, beaches will adopt a controlled approach. Smoking cabins may be installed at intervals, keeping smokers confined to specific areas while protecting the broader environment.
The End of Tobacco Sales in 2040
The most striking part of the proposal is the long-term goal. Starting January 1, 2040, all tobacco-related activities in Turkey will be banned.
This includes production, import, transportation, and sales. Even purchasing or possessing tobacco products after this date could result in heavy fines.
If implemented as planned, this would mark one of the most ambitious anti-tobacco policies in the world.
