The “Hydroelectric Power Plant” built on the Meriç River in Edirne has once again come to the agenda after the significant public damage caused by the concrete collapse. Edirne Governor Yunus Sezer stated that the project, amounting to around 50 million Turkish lira, has been re-tendered.
The “Archimedean Screw Turbine Hydroelectric Power Plant” built on the Meriç River in Edirne for electricity generation suffered substantial damage due to incorrect engineering, resulting in the collapse of concrete foundations and platforms. The collapse caused millions of liras in damage to concrete, iron, rubber dams, and months of labor costs to go to waste.
Reportedly, the construction foundation, filled by 625 concrete mixers and comprising approximately 70,500 cubic meters of concrete, collapsed, leading to significant damage. Efforts are underway to repair the damage by compacting the Meriç River bed with a Fore Pile System.
Following this devastation, the project, which caused millions in public damage, was revised. Edirne Governor Yunus Sezer stated that the energy plant has been re-tendered for approximately 50 million TL and emphasized that there are two separate legal processes ongoing.
“We conducted an assessment first,” said Edirne Governor Yunus Sezer, indicating that the project has been revised. “First, we conducted an assessment. We had our university professors, relevant engineers from the State Hydraulic Works (DSİ), representatives from the Provincial Administration, and firms accredited by the DSİ conduct an assessment. After the assessment, they informed us of the reasons for the deficiencies and what needed to be done. A system called jet grouting was applied here. They indicated that this system had some issues in certain areas and that the damage was caused by it. Subsequently, new soil surveys were conducted, and the project was revised accordingly. Because an investment had been made. It would be a loss to the public for this investment to go to waste.”
“Two legal processes are ongoing,” said Governor Sezer. “We made a critical decision. We requested information on whether the project would continue, whether it would cause flood risks. Edirne also has such concerns. The team has a report stating that this place will not increase flood risk. We have started working towards rebuilding the project with piles according to the technical recommendation. We are almost finished.
The final open tender was held, which was around 50 million TL. The process is ongoing. In terms of legal proceedings, there are two processes ongoing. First, a determination lawsuit has been filed. Our court has completed the determination of who is at fault and why. It has not yet reached us, but once it does, legal action will be initiated based on this. Administratively, an investigation is ongoing regarding the responsibility of individuals according to the court’s determination. Once we receive that determination, we will combine the two and start the process both in terms of material compensation and administrative responsibility. At that point, we need to do what the laws require, and that’s what we’re doing.”
