What Is an APP License Plate?

APP plates, known as “American Press Plates,” refer to license plates that are not produced by authorized institutions and do not comply with official regulations.

These plates are usually printed with thicker characters and are not considered official plates. According to the General Directorate of Security (EGM), plates that do not contain official seals and required security elements are not legally valid.

For this reason, plates commonly referred to as APP plates are classified as illegal plates.

How Much Is the Penalty for an APP Plate?

Following amendments to the Highway Traffic Law, strict penalties have been introduced for drivers using non-standard plates since February 27.

Drivers found using APP plates may face the following penalties:

A fine of 140,000 Turkish lira, suspension of the driver’s license for 30 days, and the vehicle being banned from traffic for 30 days.

If the same violation is repeated within the same year, the penalty can be doubled.

Inspections Will Be Informational Until April 1

Authorities say that to prevent inconvenience for citizens, no financial penalties will be applied until April 1.

Inspections carried out during March will mainly focus on informing and educating drivers.

Vehicle owners with non-standard plates are advised to first visit a police station or a gendarmerie post and report their plate as lost in order to start the replacement process.

How to Apply for an APP Plate Replacement

Drivers with APP plates must follow a specific procedure. The process begins with reporting the plate as lost at a police station or gendarmerie post.

With the document received there, the vehicle owner must go to a notary office to obtain a license plate printing request document. After that, the application must be submitted to one of the plate printing offices affiliated with the Turkish Drivers and Automobile Federation (TŞOF). Once the necessary fees are paid, a new standard license plate can be produced.

Authorities also warn drivers not to trust individuals on social media who claim they can print plates for a fee. License plates can only be produced by officially authorized institutions.

Features That Official License Plates Must Have

According to the Regulation on Vehicle Sales, Transfer and Registration Services, official license plates must meet several requirements.

They must be covered with reflective foil and contain security markings featuring the crescent, star, and the TR symbol within small square boxes.

Additionally, between the province code and the letter group there is a 15×15 millimeter QR code and a 12-digit serial number starting with the year the plate was produced.

These security features are designed to prevent counterfeiting. They are placed so that they can be seen when standing about 1.8 meters in front of or behind the vehicle at a 30-degree viewing angle.

However, they are not visible from distances closer than one meter or farther than four meters.

Are Old License Plates Still Valid?

If a plate was obtained through official institutions such as drivers’ chambers, it remains valid. Plates produced by authorized bodies are still considered legal regardless of whether they were issued recently or years ago.

As long as the plate does not have erased numbers, bends, or cuts, it can continue to be used.

Genuine plates that have simply worn over time are not considered APP plates, although they may still lead to penalties if they become unreadable.

Do All Plates Have a QR Code?

One way to identify APP plates is through QR code verification, but not all plates have this feature.

QR codes became mandatory for plates produced after January 1, 2024.

Plates issued before this date do not have to be replaced with QR-coded versions. Therefore, if a plate is genuine but does not include a QR code, no penalty is applied.

When Did the TR Stripe Appear on Plates?

The blue TR stripe on the left side of Turkish license plates was introduced after Turkey entered the European Customs Union process in 1995 as part of EU harmonization measures.

From 1996 onward, the TR stripe began appearing on plates. In the 2000s, the standard format became an aluminum plate with a white reflective background, black characters, and the blue TR section on the left.

Authorized plate printing workshops operate through the network of the Turkish Drivers and Automobile Federation.

What Should Drivers With APP Plates Do?

Drivers who currently have APP plates should apply to the Traffic Registration Office in their city or district and begin the process by declaring the plate as lost.

After obtaining a loss report from the police or gendarmerie connected to their residential address, vehicle owners must visit a notary office to obtain a plate printing receipt.

Using the reference number on this receipt, the required payment can be made online. Once the payment is completed, the driver can go to an authorized plate printing workshop and collect the newly issued plates.
